Some workers were captured on video by Frontline News allegedly stealing cement from a road construction site along Area 49 Road in Lilongwe last Saturday by digging beneath a wire fence and passing the bags to another man outside.
The incident raises serious questions about security, supervision and material control at the site.
Such theft may also affect the quality and durability of the road, as missing cement can leave contractors with insufficient materials for the required mix.
